RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #24-710-6 with Youth Homes Incorporated, a non-profit corporation, in an amount not to exceed $748,461, to provide a Mental Health Services Act (MHSA) Full Service Partnership (FSP) for transitional age youth who are experiencing mental illness, for the period from July 1, 2021 through June 30, 2022, which includes a six-month automatic extension through December 31, 2022, in an amount not to exceed $374,320.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $748,461 and will be funded by 57% Mental Health Services Act ($426,623) and 43% by Federal Medi-Cal ($321,838) revenues. (No rate increase)









BACKGROUND:

This contract meets the social needs of the County’s population by providing a comprehensive range of services and supports, including intensive individualized mental health services to transitional aged youth who are experiencing serious mental illness, likely to exhibit co-occurring disorders, and from underserved populations. The Behavioral Health Services Department has been contracting with Youth Homes Incorporated since December 2013.  
  
On October 20, 2020, the Board of Supervisors approved Novation Contract #24-710-5 with Youth Homes Incorporated, in an amount not to exceed $726,662, for the provision of a MHSA funded FSP for transitional age youth, for the period from July 1, 2020 through June 30, 2021, which included a six-month automatic extension through December 31, 2021, in an amount not to exceed $363,331.  
  
Approval of Novation Contract #24-710-6 replaces the prior contact and allows the contractor to continue providing comprehensive mental health services through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, transitional-aged youth in Contra Costa County will not have access to this contractor’s mental health services, which will lead to reduced levels of service to the community and potential placement in higher levels of care.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
