RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No. 5016 authorizing new revenues in the amount of $6,369,436 to the Employment and Human Services Department, Community Services Bureau (0588) for the Head Start, Early Head Start and Early Head Start Childcare Partnership Grants awarded by the U.S. Department of Health and Human Services, Administration for Children and Families.

FISCAL IMPACT:

This action is to adjust estimated revenues and appropriated expenditures based on additional funding approved by the Administration for Children and Families (ACF). The funding is 100% Federal. Estimated revenues and appropriated expenditures by each federal grant are as follows:

    $853,265: To adjust revenues based on the issued Notice of award (NOA) # 09CHO10862-03-03 for approval of carryover of unobligated funds, from program year one to year three in the amount of $514,825 for Early Head Start and $338,440 for Head Start; funds allocated to Org #1432 and #1462.
  1. $2,635,040: To adjust revenues based on the issued Notice of award (NOA) # 09HP000111-04-02 for $1,177,478 to extend the grant period from September to December of 2021; and the second Notice of Award (NOA) #09HP000-04-03 for $1,457,562 for the carryover of unobligated funds allocated to Org #1464.
  2. $2,881,131: To adjust revenues based on the issued Notice of award (NOA) # 09HE000903-01-01 for a one-time fund from the American Rescue Plan Act 2021 for provision of approved services under the Head Start Act; funds allocated to Org. 1470.

BACKGROUND:

This board order is to approve the estimated revenues and appropriated expenditures based on additional funding approved by the ACF.

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations and estimated revenues will not be properly reflected in the FY 21/22 budget.

The Employment and Human Services Department Community Services Bureau supports three (3) of Contra Costa County’s community outcomes – Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
