RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 25846 to cancel one (1) vacant permanent full-time Clerk-Beginning Level-Project (JWX9) (represented) position # 17293 at salary plan and grade 3R5 0693 ($2,691.14 - $3,273.45) and add one (1) permanent full-time Librarian II (3AVD) (represented) position at salary plan and grade QX5 1001 ($5,728.82 - $6,963.42) position at the Library Department.

FISCAL IMPACT:

Some of the funding for this position would be paid for by eliminating a vacant Clerk-Beginning Level Project position that has remained vacant since 2019. Upon approval, this action will result in a net annual cost to the Library Fund of approximately $48,600. There will be no fiscal impact to the County general fund.









BACKGROUND:

The Library has received a grant from the Bella Vista Foundation to fund a vehicle to help provide mobile early literacy services to children 0-5 years old. These services would be provided by a new Librarian II position that would report to the Librarian III in charge of youth and children’s services programs. This position would provide mobile professional services to library patronage, particularly in the 0-5 age range. These services would include developing and presenting storytimes and providing supplies for early motor skill projects, and developing programs to encourage early math and science skills.

CONSEQUENCE OF NEGATIVE ACTION:

If this position change is not approved, the Library will not be able to utilize the awarded grant funds. Services to children 0-5 would be impacted and the Library’s goal to promote early literacy would suffer.
