RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No. 5017 authorizing new revenue from the California Department of Social Services (CDSS) Child Care and Development Division in the amount of $139,200 for the General Child Care and Development Program (CCTR) and an amount of $201,600 for the California State Preschool Program (CSPP); new revenue from the California Department of Education in the amount of $469,533 for the California State Preschool Program (CSPP), in the Employment and Human Services Department, Community Services Bureau (0589).

FISCAL IMPACT:

This action is to adjust estimated revenues and appropriated expenditures based on additional funding approved by the California Department of Social Services (CDSS) Child Care and Development Division and the California Department of Education in the total amount of $810,333. The funding is 100% state pass through to child care providers.

  1. General Child Care and Development Program (CCTR) - Org # 1822- funding in the amount of $139,200 received from the Child Care Providers Caring for Children, which is a State Child-Care Subsidy through implementation of Assembly Bill (AB) 131 (Chapter 116, Statutes of 2021).
  2. California State Preschool Program (CSPP) - funding in the amount of $201,600 received from the Child Care Providers Caring for Children which is a State Child-Care Subsidy through implementation of Assembly Bill (AB) 131 (Chapter 116, Statutes of 2021).
  3. California State Preschool Program (CSPP) - funding in the amount of $469,533 received from the California Department of Education.

BACKGROUND:

This board order is to approve the estimated revenues and appropriated expenditures based on additional funding approved by the California Department of Social Services Child Care and Development Division and the California Department of Education.

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations and estimated revenues will not be properly reflected in the FY 21/22 budget.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three (3) of Contra Costa County’s community outcomes – Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
