RECOMMENDATION(S):

APPROVE Appropriation and Revenue Adjustment No. 5018 authorizing new revenue from the California Department of Social Services Child Care and Development Division for the following grants: Funding for CalWORKS 2 Stage Two-Alternative Payments (C2AP) in the amount of $250,110, and Funding for California Alternative Payment Program (CAPP) in the amount of $216,090, both received from the Child Care Providers Caring for Children, a State Child-Care Subsidy, through implementation of Assembly Bill 131 (Chapter 116, Statutes of 2021).

FISCAL IMPACT:

This action is to adjust estimated revenues and appropriated expenditures based on additional funding approved by the California Department of Social Services Child Care and Development Division. The funding is 95% state pass through to child care providers, and 5% of the grant is retained by the Employment and Human Services Department Community Services Bureau as an administrative fee.

BACKGROUND:

This board order is to approve the estimated revenues and appropriated expenditures based on additional funding approved by the California Department of Social Services Child Care and Development Division.


CONSEQUENCE OF NEGATIVE ACTION:

Appropriations and estimated revenues will not be properly reflected in the FY 21/22 budget.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three (3) of Contra Costa County’s community outcomes – Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
