RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No. 5019 authorizing new revenue from the California Department of Community Services and Development for the following grants: Community Services Block Grant (CSBG) Contract Amendment 21F-4408 Disc. in the amount of $28,250; Community Services Block Grant (CSBG) Contract # 21F-4007 in the amount of $5,946; and Low Income Home Energy Assistance Program-ARPA (LIHEAPARP-ECIP) Contract #21V-5554 in the amount of $ 1,247,985 in the Employment and Human Services Department, Community Services Bureau (0588), for the CSBG and LIHEAP Community Action Programs.

FISCAL IMPACT:

This action is to adjust estimated revenues and appropriated expenditures based on additional funding approved by the California Department of Community Services and Development for the total amount of $1,282,181. The funding is 100% Federal pass through of Coronavirus Act Relief and Economic Security Act funding from the California Department of Community Services and Development.

BACKGROUND:

This board order is to approve the estimated revenues and appropriated expenditures based on additional funding approved by the California Department of Community Services and Development.

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations and estimated revenues will not be properly reflected in the FY 21/22 budget.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three (3) of Contra Costa County’s community outcomes – Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
