RECOMMENDATION(S):

ADOPT Traffic Resolution No. 2021/4512 to establish a 35 mile per hour speed limit on Canal Road (Road No. 5384B), as recommended by the Public Works Director, Bay Point area. (District V)

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

A portion of Canal Road in Bay Point is classified as a local highway by the Federal Highway Administration. Such a classification requires that the speed limit be set according to standards established in the California Manual on Uniform Traffic Control Devices (CA MUTCD) and California Vehicle Code Section 22358, if the speed limit is to be set lower than the prima facie speed limit of 55 miles per hour. This requires an Engineering and Traffic Survey (E&TS) to be conducted to establish an appropriate speed limit. In addition, an E&TS is required by courts for the use of Radar/Lidar devices for traffic enforcement by local law enforcement agencies.




CONSEQUENCE OF NEGATIVE ACTION:

Law enforcement would not be able to enforce speed limits on Canal Road using Radar and Lidar devices.
