RECOMMENDATION(S):

ADOPT Traffic Resolution No. 2021/4511 to prohibit stopping, standing, or parking at all times on the south side of Bailey Road (Road No. 4961), beginning at point 55 feet west of the centerline of Myrtle Drive (Road No. 5264B) and extending westerly a distance of 88 feet, as recommended by the Public Works Director, Concord area. (District IV)

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

A resident contacted the Transportation Engineering Division stating that vehicles parked west of the intersection of Bailey Road and Myrtle Drive blocked sight lines, making exiting the roadway difficult, especially during high traffic periods. The location in question was along approximately 80 feet of what appeared to be, newly constructed sidewalk on Bailey Road. Traffic Engineering staff responded by researching collision history and conducting a site visit soon afterwards. Although reported collisions did not present themselves recently, several factors unique to this intersection appear to support a limited parking prohibition. Myrtle Drive intersects Bailey Road at a slightly skewed angle, making it more challenging to see oncoming eastbound vehicles on Bailey Road. Myrtle Drive’s exiting motorists (at Bailey Road) seeking to travel westbound on Bailey Road, are presented limited sight lines due to the parked vehicles, particularly challenging during peak traffic hours. Therefore, it is recommended that parking be prohibited for a small segment of the western portion of the intersection to improve sight lines at this location.

CONSEQUENCE OF NEGATIVE ACTION:

Parking will remain unrestricted at this location.
