RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #77-002-7 with Lifelong Medical Care, a non-profit corporation, in an amount not to exceed $649,656, to provide primary care medical services for the Contra Costa Cares Program, for the period from January 1, 2022 through December 31, 2022.

FISCAL IMPACT:

This Contract is funded 28% by Contra Costa Health Plan (CCHP) Enterprise Fund II; 22% County General Fund and 50% local private hospital funding. Note: the private hospital funding is from prior year unexpended donations. (No rate increase)

BACKGROUND:

The goal of the Contra Costa Cares Program is to provide comprehensive primary health care coverage and medical homes to low income, uninsured adults 19 years of age or older residing in Contra Costa County who are ineligible for full-scope Medi-cal or Covered California and whose household gross income does not exceed 138% of the Federal Poverty Level. The program has enrolled over 81,000 individuals. Specialty care, dental, vision, emergency care and hospitalization are not covered benefits of the program.

BACKGROUND: (CONT'D)

On November 10, 2015, the Board of Supervisors approved Contract #77-002 with Lifelong Medical Care, in an amount not to exceed $403,200, for the period from November 1, 2015 through April 30, 2017.

On December 6, 2016, the Board of Supervisors approved Amendment/Extension #77-002-1 to increase the payment limit by $311,528 to a new payment limit of $714,728 and extend the termination date from April 30, 2017 to December 31, 2017.

On July 11, 2017, the Board of Supervisors approved Amendment/Extension #77-002-2 to increase the payment limit by $476,504 to a new payment limit of $1,191,232 and extend the termination date from December 31, 2017 to December 31, 2018.

On March 13, 2018, the Board of Supervisors approved Amendment/Extension #77-002-3 to increase the payment limit by $167,748 to a new payment limit of $1,358,980 and extend the termination date from December 31, 2018 to December 31, 2019.

On January 15, 2019, the Board of Supervisors approved Amendment/Extension #77-002-4 to increase the payment limit by $642,936 to a new payment limit of $2,001,916 and extend the termination date from December 31, 2019 to December 31, 2020.

On January 14, 2020, the Board of Supervisors approved Amendment #77-002-5 to increase the payment limit by $785,400 to a new payment limit of $2,903,768 with no change in the term.

On December 8, 2020, the Board of Supervisors approved Amendment/Extension #77-002-6 to increase the payment limit by $649,656 to a new payment limit of $3,064,040 and extend the termination date from December 31, 2020 to December 31, 2021.

The contractor will continue to provide primary medical care services to the Contra Costa Cares Program through December 31, 2022 if Contract #77-002-7 is approved.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, low income, uninsured adults would not have access to primary care services in Contra Costa County.
