RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #74-622-2 with Paradise Adolescent Homes, Inc., a non-profit corporation, in an amount not to exceed $220,000 to provide a Short Term Residential Therapeutic Program (STRTP) for Seriously Emotionally Disturbed (SED) youth, for the period July 1, 2021 through June 30, 2022, including a six-month automatic extension through December 31, 2022 in an amount not to exceed $110,000.

FISCAL IMPACT:

Approval of this agreement will result in expenditures of up to $220,000 and is funded by 50% Federal Medi-Cal and 50% Mental Health Realignment funding. (No rate increase)

BACKGROUND:

This contract meets the social needs of the County’s population by providing mental health services to youth with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. Paradise Adolescent Homes, Inc. has been providing services to the County since January 2021.

On March 2, 2021, the Board of Supervisors approved Contract #74-622 with Paradise Adolescent Home, Inc., in an amount not to exceed $110,000, to provide short term residential therapeutic program for seriously emotionally disturbed youth, for the period from January 1, 2021 through June 30, 2021, which included a six-month automatic extension through December 31, 2021, in an amount not to exceed $110,000.   
  
On July 13, 2021, the Board of Supervisors approved Amendment Agreement #74-622-1 to modify the billing rates due to service delivery disruptions caused by COVID-19 with no change in the original payment limit of $110,000 or term through June 30, 2021.  
  
Approval of Novation Contract #74-622-2 replaces the automatic extension and will allow the contractor to continue providing services through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED youth may experience reduced or discontinued behavioral health services.
