RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Amendment Agreement #23-463-13 with Valerie Gulyash, an individual, to amend Contract #23-463-12, effective January 1, 2022, to increase the payment limit by $150,000 from $150,000, to new payment limit of $300,000, to continue to provide consulting and technical assistance for the Department’s Chargemaster billing and EPIC Electronic Medical Record systems used at Contra Costa Regional Medical Center and Contra Costa Health Centers, with no change in the original term of January 1, 2021 through December 31, 2022.

FISCAL IMPACT:

This contract will result in additional contractual service expenditures of $150,000 over a 2-year period and will be funded 100% by Hospital Enterprise Fund I revenues. (No rate increase)

BACKGROUND:

This contractor has been providing consulting and technical assistance for the Department’s Chargemaster billing and EPIC Electronic Medical Record systems including, but not limited to, providing systems review, written reports and recommendations as requested by the County since January 2010.

In January 2021, the County Administrator approved and the Purchasing Services Manager executed Contract #23-463-12 with Valerie Gulyash, in an amount not to exceed $150,000, for the period January 1, 2021 through December 31, 2022.

Approval of Amendment Agreement #23-463-13 will allow the contractor to provide additional consulting and technical assistance services through December 31, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not be able to ensure that the coding standards are current and conform with current regulations for the Department’s Chargemaster billing and EPIC Systems at Contra Costa Regional Medical Center and Contra Costa Health Centers.
