RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22546 to reallocate the classification of Health Services Information Technology Director-Exempt (LBB3) from salary plan and grade level B85-2442 ($15,212 - $18.490) to BD5-2392 ($15,980 - $19,425) on the salary schedule. (Unrepresented)

FISCAL IMPACT:

Upon approval, there is an annual cost increase of approximately $50,650 with pension costs of $12,487 already included. The entire cost will be funded 100% by Third Party Revenues.

BACKGROUND:

The Health Services Department is requesting to reallocate the classification of Health Services Information Technology (HSIT) Director-Exempt. An external survey demonstrated the current salary is below mean and median market data. Increasing the salary would make Health Services more competitive with other agencies in the bay area and help to retain highly skilled and proficient staff.  
  


BACKGROUND: (CONT'D)
The HSIT Director has a large scope of work. Their responsibility includes planning, organizing, and directing all information systems activities for the County's healthcare delivery system including Contra Costa Regional Medical Center and Health Centers, Behavioral Health, Public Health, Environmental Health, Hazardous Materials, Emergency Medical Services, Health, Housing, and Homeless Services, and the Contra Costa Health Plan. This is a critical position with paramount responsibility in the development, implementation, and management of the Department's information systems' organizational structure, systems infrastructure, and appropriate information technology investments to support the current needs and future business strategy of the Health Services Department. As a member of the senior executive management team, the incumbent consults with division directors to ensure computer hardware, software and data communications meet operational needs as well as secure and protect confidential and sensitive patient health information data. The incumbent manages a team of IT professionals and technicians who are responsible for the delivery of information technology services to over 4600 HS employees and collaborates with the County's Administrator's Office, Human Resources, and the Auditor-Controller's Office in coordinating the department systems with the County's information technology systems.

CONSEQUENCE OF NEGATIVE ACTION:

The Department will not retain a highly qualified staff who has the necessary knowledge, skills, and expertise in running complex health information technology systems, and will not be able to recruit if the position becomes vacant.
