RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #74–526-9 with Community Options for Families and Youth, Incorporated, a non-profit corporation, in an amount not to exceed $2,267,013, to provide mental health services, multisystemic therapy (MST) and Functional Family Therapy for Seriously Emotionally Disturbed (SED) adolescents and their families for the period from July 1, 2020 through June 30, 2021, including a six-month automatic extension through December 31, 2021 in an amount not to exceed $1,133,506.

FISCAL IMPACT:

This contract is funded by 42% Federal Medi-Cal, 45% Mental Health Realignment, and 13% Probation/Mental Health Services Act.









BACKGROUND:

On September 10, 2019, the Board of Supervisors approved Novation Contract #74-526-5, as amended by Amendment Agreements #74-526-6 through #74-526-8, with Community Options for Families and Youth, Inc., for the provision of mental health services including MST and Functional Family Therapy Program for SED adolescents who are discharged from Juvenile Hall and the Orin Allen Youth Rehabilitation Facility for the period from July 1, 2019 through June 30, 2020 which included a six-month extension through December 31, 2020.  
  
Approval of Novation Contract #74-526-9 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing mental health services through June 30, 2021.  
  
Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED children and adolescents involved in the juvenile justice system will not have access to the contractor’s mental health services which may result in a reduction of services and placement in higher levels of care.
