RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Novation Contract #24–773–31 with Mountain Valley Child and Family Services, Inc., a non-profit corporation, in an amount not to exceed $2,482,828 to provide mental health services, case management and Therapeutic Behavioral Services (TBS) for Seriously Emotionally Disturbed (SED) youth and dependents for the period July 1, 2020 through June 30, 2021, which includes a six-month automatic extension through December 31, 2021, in an amount not to exceed $1,241,414.

FISCAL IMPACT:

This contract will be funded by 50% Federal Medi-Cal, 25% Mental Health Realignment and 25% Employment and Human Services Department funding.

BACKGROUND:

This contract meets the social needs of County’s population by providing mental health treatment for wards of the court to reduce the need for hospitalization. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).  
  
On September 24, 2019, the Board of Supervisors approved Novation Contract #24–773–27, as amended by Amendment Agreements #24–773–28 through #24–773–30, with Mountain Valley Child and Family

Services, Inc. for the provision of TBS, and mental health services for SED youth and dependents for the period from July 1, 2019 through June 30, 2020, which included a six-month automatic extension through December 31, 2021.  
  
Approval of Novation Contract #24–773–31 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services, through June 30, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, there will be fewer placement options for clients that require day treatment services.
