On June 26, 2018, the Board of Supervisors approved the Contra Costa County CDBG Action Plan for FY 2018/19. As part of this plan, Reclamation District 799 (RD799) was awarded $140,250 in CDBG funds for two Infrastructure/Public Facilities (IPF) projects for flood control improvements at pump stations within the Hotchkiss Tract, located in Oakley, CA. More specifically, $56,250 was to be used for electrical service upgrades at Pump Station 1, and for the installation of manual transfer switches at both Pump Station 1 and Pump Station 2. Concurrently, $84,000 was to be used for the replacement of an inefficient pump and a dilapidated trash screen at Pump Station 3. The pumps housed at each station protect the land and 1,250 residents, residing within the Hotchkiss Tract, from becoming inundated by flood waters during times of heavy rainfall and elevated water stages; thereby preventing property damage, increasing public safety, and providing vector control.
The project for Pump Station 1 and 2 has stalled due to non-related, impending construction at the project site. Consequently, RD799 has requested, and CDBG staff recommends, canceling this project and transferring the funds to the project at Pump Station 3. This Substantial Amendment solely reallocates funds awarded to RD799, at their request, and does not change their original cumulative award of $140,250 of CDBG funds. The project has already commenced, and the new funds will minimize the financial strain that RD799 has experienced due to a construction contract price that is higher than original estimates.
Not approving the Substantial Amendment will place a greater financial burden on RD799 to complete the project. Furthermore, it will bind funds to a project that has currently been postponed.
