RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a contract with the California Department of Food and Agriculture to pay County an amount not to exceed $68,861 to provide Asian Citrus Psyllid Winter Detection Trapping for the period October 1, 2020 through April 30, 2021.

FISCAL IMPACT:

Approval of this agreement will reimburse the county for expenditures in an amount not to exceed $68,861. 100% State revenue. There is no county match of funds.

BACKGROUND:

The county shall provide services for placing and servicing Asian Citrus Psyllid traps for the period October 1, 2020 through April 30, 2021 in conjunction with exotic pest detection trapping services. This agreement includes delimitation work associated with the detection of one or more life stages of the target pests in the county. Exotic insect pests are considered hazardous to agriculture and the economy of California. Payment will be reimbursed on authorized charges matching the financial plan (salaries, benefits, overhead supplies, vehicle mileage and vehicle leasing costs). These expenditures will be itemized on the monthly invoice with documentation to support the charges. This agreement requires the County to indemnity CDFA for property damanges.

CONSEQUENCE OF NEGATIVE ACTION:

A negative action would result in loss of revenue to the county and a possible threat to our local agriculture and residents of Contra Costa County.
