The funding is 52% ($2,125,714) a Federal pass through and 48% ($1,947,071) is State. The Federal funds are passed through the State's Department of Education. This contract began July 1, 2019, with $2,308,171 remaining on the contract to be spent before the new termination of June 30, 2021. To have this revenue reflected in the Fiscal Year 2020-2021 budget, the Department will submit an appropriation adjustment in a separate Board Order. (CFDA #93.596)
BACKGROUND:
The Alternative Payment childcare services program provides funding for program eligible families to receive services. Priority is given to families who interface with Child Protective Services, families with children at-risk of abuse and neglect, low-income families, and families with children who have special needs. The County Board of Supervisors approved the 2019-20 revenue agreement on June 18, 2019 (C. 49). The Board approved a first amendment to accept additional funding from the State on November 5, 2019 (C. 35). The Board approved a second amendment to accept additional funds from the State on December 10, 2019 (C.34). The Board approved a third amendment to accept additional funds specifically to address COVID-19 allocation for emergency childcare on April 28, 2020 (C.27). This board order is to extend the term end date from June 30, 2020 to June 30, 2021.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not receive additional funding to operate this childcare program.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
