RECOMMENDATION(S):

Approve Appropriations and Revenue Adjustment No. 5008 authorizing new revenues from the Administration for Children and Families (ACF) in the amount of $2,458,296 in the Employment and Human Services Department, Community Services Bureau (0588) for the Head Start, Early Head Start and the Early Head Start Childcare Partnership Grants.

FISCAL IMPACT:

This action is to adjust estimated revenues and appropriated expenditures based on additional funding approved by ACF. The funding is 100% Federal. Estimated revenues and appropriated expenditures by each federal grant are as follows: $63,274 – COVID-19 funding for the Early Head Start Childcare Partnership (CCP1); $166,973 – COVID-19 funding for the Early Head Start Childcare Partnership (CCP2); $1,187,269 – COVID-19 funding for the Head Start Program; $273,309 – COVID-19 funding for the Early Head Start Program; $359,366 – Quality Improvement (QI) funding for the Head Start Program; $113,826 – QI funding for the Early Head Start Program; $104,540 – QI funding for the Early Head Start Childcare Partnership (CCP); and $189,739 – Supplemental funding for the Early Head Start (CCP1). $2,458,296 –Total




BACKGROUND:

This board order is to approve the estimated revenues and appropriated expenditures based on additional funding approved by the ACF.

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations and estimated revenues will not be properly reflected in the FY 20/21 budget.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three (3) of Contra Costa County’s community outcomes – Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
