RECOMMENDATION(S):

ADOPT Resolution No. 2020/321 to approve and authorize the Employment and Human Services Department Director, or designee, to execute a revenue agreement amendment with California Department of Education, to increase the payment limit by $701,623 to a new limit not to exceed $7,861,800 for childcare and development programs (CalWORKS Stage 2) with no change to the contract term.

FISCAL IMPACT:

This revenue agreement is funded 88% ($6,945,794) by State funding from the California Department of Education and 12% (916,006) a federal pass through. The federal funds are passed through California Department of Education. The State contract number is C2AP 8009, Amendment #2. The County contract number is 29-213-40. (CFDA 93.575)









BACKGROUND:

The Department received the original revenue contract on June 5, 2018 from California Department of Education (CDE) for the 2018-19 funding allocation for alternative payment / CalWORKS Stage 2 childcare services. This State program provides funding to reimburse a portion of the childcare costs incurred by CalWORKS Stage 2 participants through their participation in the CalWORKS program. The board approved the 2018-2019 revenue agreement on June 26, 2018 (C.70). The board approved a first amendment to receive additional funds on July 9, 2019 (C.57).  
  
On July 16, 2020 the department was notified by the State that additional revenue for fiscal year 2018-19 was due to the department. After the California Department of Education’s Audits and Investigations Division reviewed the department’s FY 2018-19 audit report, they determined that the report materially meets CDE’s reporting requirements and determined the amount of net reimbursable program costs. According to their audit, the department was under-reimbursed for the services the department rendered during that year. This amendment is to accept this reimbursement of funds from CDE.  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will not recuperate funds expended in operation of the 2018-19 CalWORKS Stage 2 childcare program. The County was under-reimbursed during the program year. This board action will allow the County to further recover expenditures.

The Employment and Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
