RECOMMENDATION(S):

AUTHORIZE the Public Works Director, or designee, to submit an application requesting Community Development Block Grant (CDBG) funds for improvements at Montalvin Park and accept funds if awarded, San Pablo area. (District I)

FISCAL IMPACT:

Pending application approval, the County may be granted up to $65,000 toward the project. County Service Area M-17 funds will also be used to provide the CDBG required 25% matching funds.

BACKGROUND:

The purpose of this project is to provide an accessible parking area and ADA access to the upper level of Montalvin Manor Park. The accessible parking area is phase one of a four-phased project to improve the recreational sports facilities located on the upper level of Montalvin Park in unincorporated San Pablo. These improvements will serve lower to moderate income residents in the Montalvin neighborhood, who rely on Montalvin Manor Park for outdoor activities. It will also encourage youth, elders, and disabled groups to utilize the facilities and enhance the overall aesthetic appearance of the park.

The Public Works Department identifies grant funding opportunities to leverage local dollars and provide additional improvements to the unincorporated communities in the County. The CDBG Infrastructure funding program is intended to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons. The program is authorized under Title 1 of the Housing and Community Development Act of 1974 and is administered through the United States Department of Housing and Urban Development.

CONSEQUENCE OF NEGATIVE ACTION:

Without authorization, the Public Works Department will not have the opportunity to receive CDBG funding for this project.
