RECOMMENDATION(S):

Approve Appropriation and Revenue Adjustment No. 5010 authorizing new and mid-year adjusted appropriations and revenues for a total of $2,424,354 in the Employment and Human Services Department, Workforce Development Board Bureau [(WDB)(0583)] for Workforce Innovation and Opportunity Act (WIOA) funded programs and COVID-19 grants. Included are mid-year appropriation and revenue adjustments for the East Bay Regional Planning Unit (EBRPU) Prison to Employment (P2E) and AB109 funded programs.

FISCAL IMPACT:

This action is to appropriate expenditures and new revenues based on additional WIOA funding and adjust FY 20-21 expenditure and revenue appropriations based on mid-year budget rebalancing. WIOA funding is 100% Federal, AB109 is 100% Local 2011 Realignment, and EBRPU P2E is 100% State. New revenues and appropriated expenditures by each federal grant are listed below along with a summary of the mid-year adjusted appropriations and revenues. $ 750,000 - WIOA COVID-19 Emergency 25% Additional Assistance Grant; $ 290,000 - WIOA COVID-19 National Dislocated Worker Grant; $ 105,731 - WIOA COVID-19 Underserved Emergency Additional Assistance Grant; $ 77,564 - WIOA Workforce Accelerator Fund Grant; $1,201,059 - State, Local, and other WDB mid-year funding adjustments, including WIOA programs prior year carry-forward revenues $2,424,354 -Total

BACKGROUND:

This board order is to approve the estimated revenues and appropriated expenditures based on additional WIOA funding and approve mid-year budget rebalancing appropriation adjustments.

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations and estimated revenues will not be properly reflected in the FY 20/21 budget.
