RECOMMENDATION(S):

The Office of the Sheriff is seeking approval, on an ongoing annual basis, to continue to provide financial support to the the Contra Costa Family Justice Center, in an amount not to exceed $5,000, for vital community services for children, youth and adults affected by interpersonal violence, domestic violence, sexual assault, child abuse, elder abuse and human trafficking in the Sheriff's jurisdiction.

FISCAL IMPACT:

Budgeted FY 20-21 (100% general Fund)

BACKGROUND:

The Contra Costa Family Justice Center is a one-stop center for children, youth and adults affected by interpersonal violence, domestic violence, sexual assault, child abuse, elder abuse and human trafficking. Their three Centers in Contra Costa County each offer comprehensive services to crime victims, serving 4,000 clients in 2019.

The Family Justice Center works closely with over 50 on-site partners and numerous off-site partners. They work with all Contra Costa law enforcement agencies to help victims of abuse and trauma. Many of their clients suffered near-fatal assaults at the hands of their abusers. The Family Justice Center is crucial in mitigating the trauma stemming from violent events, helping survivors get the crisis support services, legal services and self-sufficiency they need to bounce back and thrive. Latest research has shown that individuals receiving services from the Family Justice Centers scored higher in indicators of hope, emotional well-being and goal attainment after completion of services.   
  
Each police agency in Contra Costa County has contributed a sum commensurate with the number of residents served from their jurisdiction. For the past two years, the Contra Costa Sheriff has approved financial support for the Family Justice Center. The portion attributed to the Sheriff's unincorporated areas averages less than $3,000 annually. The Office of the Sheriff is seeking approval to continue making this payment, on an ongoing annual basis, to continue to support the vital community services the Contra Costa Family Justice Center provides in the Sheriffs jurisdiction.  

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff will not be able to financially to support the vital community services the Contra Costa Family Justice Center provides in the Sheriffs jurisdiction.
