The County routinely receives funds from the California Department of Education to provide child development services for infant/toddler and preschool. The County receives the money via the Employment and Human Services Department. In turn, EHSD contracts with other child care providers to provide direct child development services for infant/toddler and preschool children.
Assembly Bill 435 (AB 435), signed by the Governor in October 2017, authorizes the Contra Cost County Child Care Subsidy Pilot Project, a plan specifically tailored to the needs and goals of the local community. The plan went into effect on March 1, 2018 and will end June 30, 2023. As part of the Contra Costa County Pilot, changes in the contract amount (MRA-Maximum reimbursable amount), child days of enrollment (cde), and previously assigned Standard Reimbursement Rate to the new Contra Costa County Pilot Reimbursement Rate (PRR) will be effective during the pilot program after CDE approval. However, it was not until Fiscal Year 2019-20, that California Department of Education approved the Pilot Reimbursement Rate. On September 17, 2020, EHSD received the updated State Preschool contract reflecting the approved Pilot Reimbursement Rate from California Department of Education. The revenue contract was approved by the Board of Supervisors November 3, 2020 (C.XX).
The Pilot Reimbursement Rate will have an effective date of July 1, 2019-June 30, 2020. Of the 16 contractors that EHSD partners, First Baptist Church will be impacted by the change in the Pilot Reimbursement Rate and the difference of the Standard Reimbursement Rate to the new Pilot Reimbursement Rate will be owed to them.
In addition to this rate change, the County received an additional standard reimbursement rate increase from California Department of Education for General Child Development services for infant/toddlers. The Board approved the contract on November 19, 2019 (C.21). Along with these rate changes, the County applied to participate in Quality Matters of which First Baptist Church was included for $37,800.00, a stipend used to fund professional growth training to improve quality services. The Board approved the Quality Matters grant on November 5, 2019 (C.32). The request for an amendment to the First Baptist Contract to reflect these changes was not submitted in anticipation of receiving the County Pilot Reimbursement Rate (PRR) shortly after and in Fiscal Year 2019-20. However, the County did not receive the contract from California Department of Education until September 17, 2020.
The Department requests the Board of Supervisors authorize the Auditor-Controller to issue a one-time payment to First Baptist Church in the amount of $153,835.58 for services already rendered in Fiscal Year 2019-20.
If not approved, Contractor will not be paid for services rendered to the Employment and Human Services Department.
