RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Information Officer, Department of Information Technology, or designee, to execute a contract Amendment/Extension agreement with Gartner, Inc. to increase the payment limit by $94,800 to a new payment limit of $370,800 and to extend the termination date from December 31, 2020 to June 30, 2021 to provide additional services in the selection of a new vendor to provide a software system to replace the County’s financial management system.   

FISCAL IMPACT:

100% General Fund.   







BACKGROUND:

In July 2019, the County contracted with Gartner, Inc. to provide a third-party assessment of the County’s legacy Financial Management System. After meetings and interviews with the various stakeholders of the system, Gartner, Inc. submitted a comprehensive System Modernization Analysis Report which concluded that the current Financial Management System (FMS) has far exceeded its useful life and the County would be best served by replacing the entire system. Gartner, Inc. was then selected in June 2020 to provide services to develop and assist in issuing a Request for Proposal to vendors who could offer a comprehensive FMS. We are now requesting that Gartner, Inc. provide additional services to assist in the selection of the best qualified FMS vendor. In this phase, Gartner, Inc. will develop evaluation criteria for measuring potential FMS vendors, schedule and facilitate vendor software presentations/demonstrations, develop a comparative analysis according to the established evaluation model and review and prepare a summary report that clearly articulates the actions taken throughout the project that culminates in the preferred vendor selection for County consideration.   

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will need to find internal resources to complete this critical phase of the financial modernization project which may significantly delay the implementation.
