RECOMMENDATION(S):

ADOPT Traffic Resolution No. 2020/4497 to prohibit stopping, standing, or parking at all times on the south side of Pacifica Avenue (Road No. 5094B), beginning at a point 28 feet west of the center line of Breaker Drive (Road No. 5185F) and extending easterly a distance of 85 feet, and beginning at a point 134 feet east of the center line of Breaker Drive (Road No. 5185F) and extending easterly a distance of 20 feet, as recommended by the Public Works Director, Bay Point area. (District V)

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

The Principal of Riverview Middle School contacted the Public Works Department stating that vehicles continually park east of the crosswalk at the intersection of Pacifica Avenue and Breaker Drive, blocking sight lines for pedestrians using the crosswalk as well as school staff exiting the staff parking lot driveway further east. Traffic Engineering staff responded by researching collision history and conducting a site visit soon afterwards. Although reported collisions did not present themselves recently, several factors unique to the crosswalk and driveway location supported a limited parking prohibition. Therefore, Traffic Engineering staff recommend prohibiting parking for small segments of Pacifica Avenue to improve sight lines and stopping distance for all road users at these locations.

CONSEQUENCE OF NEGATIVE ACTION:

Parking will remain unrestricted at these locations.
