RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Fire Chief, to execute a purchase order with American Medical Response, in an amount not to exceed $523,000, for the purchase of thirty (30) LUCAS Chest Compression System Bundles and ancillary power supply equipment.

FISCAL IMPACT:

Funds are budgeted in the EMS Transport Fund (fund 204000).

BACKGROUND:

The LUCAS Chest Compression System is an automatic mechanical CPR device that is used in the field, during patient transport, and in hospitals. There are many benefits to using these systems, including:

provision of high quality CPR without degradation due to fatigue or personnel issues;

reduction in or alleviation of caregiver fatigue;

lowered stress due to eliminating the need to rotate personnel providing manual CPR; and

increased safety for rescuers due to lessening the occurrence of awkward positions during patient transport – crews are able to remain in a static position during transport – possibly leading to a reduction in CPR-related injuries and injury-related healthcare costs.

The Contra Costa County Fire Protection District currently has LUCAS Chest Compression Systems in service on five fire apparatus. Fire personnel enthusiastically utilize these devices, and when responding to a known CPR incident, frequently request the response of one of the apparatus equipped with the LUCAS Chest Compression System. The purchase of thirty LUCAS Chest Compression Systems will allow for each staffed District apparatus to include one in their apparatus inventory.

The purchase of the LUCAS Chest Compression Systems will be through American Medical Response (AMR), the District's ambulance services sub-contractor. Utilizing AMR’s national purchasing agreement will allow for a significant cost savings.

CONSEQUENCE OF NEGATIVE ACTION:

If the LUCAS Chest Compression Systems are not purchased, District fire crews will lack the ability to provide consistently high quality compressions without human intervention. This deficiency can lead to the inability of our crews to provide sustained high quality CPR and also to an increase in first responder injuries.

CHILDREN'S IMPACT STATEMENT:

The LUCAS Chest Compression System is intended for use on patients aged 12 and older.
