RECOMMENDATION(S):

ADOPT Resolution No. 2019/654 approving and authorizing the Sheriff-Coroner, or designee, to enter into a Memorandum of Understanding (MOU) with the County of Sonoma for cost recovery associated with the emergency mutual aid response to the October 2019 California Kincade Wildfire, Federal Emergency Disaster Fund, FEMA (FM-5295).

FISCAL IMPACT:

The Office of the Sheriff-Coroner will recover costs from providing mutual aid to Sonoma County with FEMA funds.


BACKGROUND:

On October 24, 2109, the State of California submitted a request for a Fire Management Assistance Grant (FMAG). The States request for federal funds through the Federal Emergency Management Agency (FEMA) was accepted on October 24, 2019 for the Kincade Fire burning in Sonoma County. Contra Costa County Office of the Sheriff provided law enforcement mutual aid to the neighboring county of Sonoma. Federal Funds are now available for reimbursement of actual costs associated with providing mutual aid services. In order for the Office of the Sheriff to participate in the cost recovery program, FEMA requires counties to enter into a Memorandum of Understanding with those entities that provided mutual aid during the disaster. Approval of the MOU will enable the Office of the Sheriff to participate in the cost recovery program.

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff will be unable to apply for reimbursement of costs associated with the mutual aid response.
