Referral History:
At its November 5, 2018 meeting, the Legislation Committee reviewed the first Draft 2019 State Legislative Platform and directed staff to make changes to the document and return it to the Legislation Committee at its next meeting for further review.
Referral Update:
Staff has made the revisions directed by the Legislation Committee at its November meeting and also incorporated additional changes requested by staff.

Changes include:

1. Adding a County-sponsored bill proposal related to Illegal Dumping.
2. Adding a Legislative Advocacy Priority related to Homelessness and reordering the Priorities in alphabetic order.
3. Adding policies #71 and #72, which were recommended by the Women's Commission and reviewed by Health Services.
4. Incorporating the restructured Human Services section of the Platform. Policy revisions from the adopted 2018 Platform are highlighted in green. New policy proposals are highlighted in yellow. (Pages 22-36)
5. Adding support for the creation and funding of a State Wellness Trust, as recommended by the Public Health Director. (Policy #97)
6. Adding support for legislation that would improve access to Criminal Offender Record Information (CORI) for research and evaluation purposes. (policy #256)

Attachment A is the revised Draft 2019 State Platform.
Recommendation(s)/Next Step(s):
REVIEW and APPROVE the revised 2019 Draft State Legislative Platform and RECOMMEND its adoption by the Board of Supervisors at its January 22, 2019 meeting.
