RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute a contract amendment with Aspiranet, a nonprofit corporation, to increase the payment limit by $72,000 to a new payment limit of $684,000 with no change to period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

The contract is 100% funded by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Head Start. County match is not required.

BACKGROUND:

Contra Costa County receives funds from the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Head Start, to provide Early Head Start program services to program eligible County residents. The Employment and Human Services Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. The board approved a contract with Aspiranet to provide coordination services of Home-based Early Head Start programs throughout the County on July 10, 2018 (c.56). The original contract provided services to 102 pregnant women and/or children ages birth to three years old. This amendment is to increase the childcare slots from 102 to 118.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, fewer eligible families will be served by the County's Early Head Start Enhancement program.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income pregnant women and families throughout Contra Costa County.
