RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a contract amendment with Richmond Elementary School, Inc. to increase the payment limit by $28,704 to a payment limit of $250,080, for the provision of State Preschool services, with no change to the term of July 1, 2017 through June 30, 2018.

FISCAL IMPACT:

This amendment will increase expenditures by $28,704. The contract is comprised of 100% state funds from the California Department of Education.

BACKGROUND:

Contra Costa County receives funds from California Department of Education to provide State Preschool services to program eligible County residents. In order to provide a wider distribution of services to County residents, the Department contracts with a number of community-based organizations. The State requires an indemnification clause with County subcontractors wherein the subcontractor holds harmless the State and its officers for any losses.

The Board approved this contract on July 18, 2017 (C.62). This proposed amendment is to pass through the cost of living adjustment to the daily rate for program slots from the California Department of Education.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will not be able to pass through the cost of living adjustment granted by the California Department of Education to it's community based organization partner.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes: (1) Children Ready for and Succeeding in School; (3) Families that are Economically Self-sufficient; and (4) Families that are Safe, Stable, and Nurturing. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
