  Dan Geiger, Human Services Alliance of Contra Costa, spoke on the initiative Healthy Kids, Safe Schools, Strong Communities, and the possibility of increased funding through the EPDST program to greatly increase the number of children served at no cost to the County. (handout attached).

Supervisor Piepho asked County Administrator David Twa to assist Mr. Geiger in relation to the EPDST funding. Mr. Geiger noted he will also be meeting with the Director of Health Services next week.

James Renton, resident of Seattle, did not speak, but provided a letter to the Board in regard to the employment of Diane Renton (attached).

  D.5    CONSIDER introducing Ordinance No. 2016-24, which would require drug manufacturers to establish a stewardship program for the collection and disposal of unwanted prescription drugs, WAIVE reading, and FIX December 13, 2016, for adoption as recommended by the Family and Human Services Committee. (Daniel Peddycord, Public Health Director)
  Speakers:  Jim Hatlen, Clean Water Action; April Rovero, resident of San Ramon, Heidi Sanborn, California Product Stewardship Council; Melody LaBella, Central Sanitation District; Joseph Greaves, Alameda-Contra Costa Medical Association. All speakers were in support of the item.

Patty Hoyt and Jaime Rich from the  Contra Costa MEDS Coalition did not wish to speak, but left written comments for the Board's consideration (attached).  Letters were received via email and U.S. Postal mail (attached). All comments and letters were in support.

CONTINUED the matter to December 13, 2016; DIRECTED staff to determine the appropriate findings and amend the ordinance to include disposal of over-the-counter medications, with maximum penalties under current statutory authority; to include in the Board order direction that a report back to the Board will come within 6 to 9 months that includes an update on implementation of the ordinance, and addressing the concerns of stakeholders for consideration.

        D. 6   CONSIDER reports of Board members.
  The Board of Supervisors attended the annual California State Association of Counties meeting. (CSAC)

Supervisor Andersen praised the work of the Anti-Recidivism Coalition partnering with Los Angeles County, where they have achieved the very low recidivism rate of 5%.  She further noted a discussion regarding a shortage of housing stock in California, in which it was estimated tht the state is approximately 5 million homes short of it's need.

Supervisor Glover also sat in on the AB109 workshop and is pleased with improvements in the County on recidivism.

Supervisor Gioia was elected to serve on the CSAC Executive Board and Supervisor Glover will be representing the Urban County Caucus.

Supervisor Piepho noted that Supervisor-Elect Diane Burgis was able to attend the workshop for new supervisors.

Supervisor Gioia remarked on the value of learning of programs in place in other counties and how well they function, and the opportunity for discussion and exchange of ideas with other officials.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal business hours.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt. 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.  Comments on matters listed on the agenda or otherwise within the purview of the Board of Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of Supervisors, 651 Pine Street Room 106, Martinez, CA 94553; by fax: 925-335-1913.
