RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #25–046–17 with Shelter, Inc. of Contra Costa County, a non-profit corporation, in an amount not to exceed $252,528, to provide support services for County residents in the Supportive Housing Program, for the period from December 1, 2016 through November 30, 2017.

FISCAL IMPACT:

This Contract is funded 100% Federal McKinney-Vento Homeless funds. (No Rate Increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing support services to County residents that are homeless and have a diagnosis of mental illness or a dual-diagnosis of mental illness and substance abuse.

On February 9, 2016, the Board of Supervisors approved Contract #25-046-16 with Shelter, Inc., of Contra Costa County, for the provision of support services for County residents in the Supportive Housing Program, for the period from December 1, 2015 through November 30, 2016.  
  
Approval of Contract #25-046-17, will allow the Contractor to continue to provide support services to County residents that are homeless and have a diagnosis of mental illness or dual-diagnosis of mental illness and substance abuse, through November 30, 2017.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s residents who are homeless with a disability and are receiving services in the Support Housing Program will not receive services from this contractor.
