RECOMMENDATION(S):
APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute an Administrative Services Agreement including modified indemnification language with Kaiser Foundation Health Plan Inc., for the purpose of offering a Health Savings Account to employees enrolled in the Kaiser High Deductible Health Plan (HDHP) beginning January 1, 2017 and ending December 31, 2017.
FISCAL IMPACT:
No County match. Enrollment in this plan is voluntary. The cost of this benefit is employee paid.
BACKGROUND:
On October 18, 2016 the Board of Supervisors adopted a series of Resolutions regarding Side Letters between Contra Costa County and various unions to offer a Health Savings Account (HSA). The Health Savings Account allows employees enrolled in the Kaiser High Deductible Health Plan to save money for the purpose of paying out of pocket expenses including deductibles, co-pays and co-insurance. This action authorizes the establishment of an agreement with the Kaiser Foundation Health Plan to provide administrative services necessary to implement this plan.
