RECOMMENDATION(S):

MODIFY the composition of the Alamo Municipal Advisory Council by adding one Alternate seat for a four-year term and an initial expiration of December 31, 2016, one Youth Representative seat, which will be a voting member, with a term length of one year and an initial expiration date of December 31, 2013 and increase the term length of all current seats to four-year terms with an initial expiration date of December 31, 2016.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

The Alamo MAC may advise the Board of Supervisors on services that are or may be provided to the Alamo community by Contra Costa County or other local government agencies. Such services include, but are not limited to, parks and recreation, lighting and landscaping, public health, safety, welfare, public works, code enforcement, land use and planning, transportation and other infrastructure.

The Council may also provide input and reports to the District Supervisor, Board of Supervisors, County staff or any County hearing body on issues of concern to the community. The Council may represent the Alamo community before the Board of Supervisors, County Planning Commission and the Zoning Administrator. The Council may also represent the Alamo community before the Local Agency Formation Commission on proposed boundary changes effecting the community.   
The Council may advocate on parks and recreation issues to the Town of Danville and the San Ramon Valley Unified School District.  
  
The addition of an Alternate Seat and a Youth Representative is to ensure there is a quorum and to allow the youth of Alamo an opportunity to participate in local government. Supervisor Andersen is extending the term length to be in line with the MAC guidelines, wherein each member of a MAC will serve contiguously with their District Supervisor.  
  
The Internal Operations Committee reviewed this proposal at the December 10, 2012 meeting.

CONSEQUENCE OF NEGATIVE ACTION:

The Alamo MAC could continue to face quorum issues and youth will not be allowed the opportunity to participate in local government.

CHILDREN'S IMPACT STATEMENT:

The Youth seat would allow youth in the Alamo area to participate in local government.

CLERK'S ADDENDUM

MODIFIED the composition of the Alamo Municipal Advisory Council (MAC) as follows:

 
INCREASED the term length of all current seats to a four-year term with an initial expiration date of December 31, 2016 (unanimous vote);

APPOINTED a Youth Representative seat, as a non-voting member, to serve a term of one year, with an initial expiration date of December 31, 2013; and DIRECTED staff to bring forth an item to the Board to add an inclusion in the countywide MAC policy the option to add a non-voting Youth Representative seat to any MAC;

ADDED an alternate position on the Alamo MAC;

REQUESTED a report back to the Internal Operations Committee spanning the previous two years reflecting any MAC's inability to have a quorum for a meeting;

REFERRED the matter of creating an alternate seat on 7-member MACs to the County Administrator's Office to work with County Counsel on the modified language necessary, which should be sent to each County Supervisor and each MAC, Advisory Council, Town Advisory Council and Community Services Departments that provide advisory council functions to the County, for the County Administrator's Office to return to the Board with the information and direction gathered regarding whether to refer to the Internal Operations Committee, or take Board action.
