RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute an amendment to the FY 2010 Interoperable Emergency Communication grant program contract between the City and County of San Francisco and the County of Contra Costa, to decrease the agreement payment limit $15,511 to a new limit not to exceed $114,489 and to change the agreement term end date from December 31, 2012 to February 28, 2013.

FISCAL IMPACT:

Approval of this contract will permit the County to receive $114,489 from the Interoperable Emergency Communications Grant Program. No County match is required except for equipment purchases, which require a 25% in-kind match.

FISCAL IMPACT: (CONT'D)

BACKGROUND:

These Grant funds were used to develop a Regional Tactical Interoperable Communications Plan and to improve the public safety radio communications among agencies in Contra Costa and Alameda counties. This Plan will incorporate and leverage the two new County Project 25 (P25) radio systems currently being built in Contra Costa and Alameda counties, known as the East Bay Regional Communications System (EBRCS).

The proposed amendment will add $63, 689 for a new interoperable communications project, and will reduce and eliminate the unobligated funds in the planning project funds by $29,200 by $50,000 in the training project.

The source of funds is the Interoperable Emergency Communications Grant Program. San Francisco has been designated to serve as the fiscal agent for the the Bay Area Urban Area Approval Authority.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the County will not receive funds to continue improvement of the Public Safety Radio communications among agencies in Contra Costa and Alameda counties.
