RECOMMENDATION(S):

Approve and authorize, the Health Services Director, or his designee, to execute, on behalf of the County, Grant Agreement #28-831-1 with the City of Richmond, to pay the County an amount not to exceed $150,000 for the County’s Community Wellness and Prevention, Richmond Equity Partnership (RHEP) Project, for the period from February 15, 2012 through June 30, 2014.

FISCAL IMPACT:

Approval of this grant agreement will result in $75,000 each fiscal year, not to exceed a total of $150,000 from the City of Richmond for the County’s Community Wellness and Prevention, RHEP Partnership Project. No County match required.

BACKGROUND:

The RHEP Project will develop a “Health in all Policies” model to promote collaboration between agencies and integration of health principles into City of Richmond policies. The Health Disparities in Richmond are associated with poor educational outcomes. The goal of the RHEP Project will be to improve coordination between West Contra County Unified School District, the City of Richmond, and Contra Costa County Health Services to develop a full service community school model to better meet families’ needs, which will in turn increase graduation rates.   
  
On July 31, 2012, the Board of Supervisors approved Grant Agreement #28-831 with the City of Richmond for the period April 1, 2012, through March 31, 2014. Unfortunately, the terms of the agreement were renegotiated by the parties to reflect the exact dates.   
  
Approval of Grant Agreement #28-831-1 will reflect the intent of the parties and allow the City of Richmond to pay the County for supporting the RHEP Project for the period from February 15, 2012 through June 30, 2014. The County is agreeing to indemnify and hold harmless the Contractor for claims arising out of Contractor’s performance under this Contract.  

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, the County will not receive funding to support and participate in the RHEP in Contra Costa County.
