RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, (Amendment) Agreement #28-344-1 (07-0713.A2) with the California Department of Health Care Services, effective June 30, 2012, to amend the Medi-Cal Targeted Case Management Provider Participation Agreement to make administrative and technical adjustments for the Medi-Cal Assistance Program with no change in the original amount of $22,000,000 payable to County, and to extend the term from June 30, 2012 through June 30, 2013.

FISCAL IMPACT:

None. There is no change in the original amount of $22,000,000 in funds payable to County for the Medi-Cal Assistance Program through June 30, 2013, from the California Department of Health Care Services. No additional County match is required.









BACKGROUND:

Since 1997, the Department of Health Care Services has funded many Local Governmental Agencies (LGA) to provide Targeted Case Management (TCM) Services. Targeted Case Management (TCM) is a Federal Program funding the provisions of comprehensive case management services to individuals within a specified target group. Due to California’s “Bridge to Reform”, Section 1115 Medicaid demonstration waiver and the related Medi-cal managed care expansion, new TCM policies and procedures require an amendment to the current TCM provider Participation Agreement.   
  
Approval of Amendment #28-344-1 allows the County to continue receiving funding for the Medi-Cal managed care expansion program through June 30, 2013.  

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not have funds accessible to continue the Targeted Case Management services.
