RECOMMENDATION(S):

ADOPT attached Resolution No. 2012/506, which replaces and supersedes Resolution No. 2011/356, regarding compensation and benefits for employees of the In-Home Supportive Services Public Authority (IHSS PA), as recommended by the County Administrator.

FISCAL IMPACT:

No fiscal impact from these administrative changes.  

BACKGROUND:

The Resolution has been modified in the following ways:

  1. Leaves With and Without Pay.
    • Sections 1.10 (Holidays) through 1.14 (Holidays-Part-Time Employees) have been added to the resolution for consistency and administrative purposes.
    • Section 1.16, Vacation, has been revised to specify when an employee becomes entitled to an increase in his/her vacation hours.
  2. New Retirement Plan. Section 5 has been revised to make PEPRA the new retirement plan for employees who become miscellaneous members of the Contra Costa County Employees Retirement Association (CCCERA) on or after January 1, 2013.
  3. Deferred Compensation Incentive. Section 14 has been revised to provide access to the County’s Deferred Compensation Plan loan program.

CONSEQUENCE OF NEGATIVE ACTION:

In-Home Supportive Services Pubic Authority employees will not have access to the County's Deferred Compensation Plan loan program.
