RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Memorandum of Understanding Agreement #28-840 with Children’s Hospital and Research Center at Oakland, a non-financial agreement, for Contra Costa County’s Public Health California Children’s Services nurse liaison project for the period from October 1, 2012 through October 31, 2014.

FISCAL IMPACT:

This is a non-financial agreement. No County match required.

BACKGROUND:

The purpose of this MOU is to facilitate a link for children within the California Children’s’ Services program and to ensure appropriate and timely referrals to the California Children’s Services (CCS) program. The MOU will enhance communication between Alameda County, Contra Costa County California Children Services programs, and Children’s Hospital and Research Center at Oakland staff and families by assigning Public Health Nurse/California Children Services liaisons, and Counties to conduct onsite placements at Children’s Hospital and Research Center at Oakland.

Approval of this Memorandum of Understanding Agreement #28-840 will allow the County to designate a member of its Public Health California Children Services staff to participate with Children’s Hospital and Research Center at Oakland in planning, implementing, and coordinating non-nursing care activities for the Public Health Nurse/California Children Services Liaisons, including, but not limited to health clearance and background check requirements for non-employees, through October 31, 2014, including agreeing to mutually indemnify and hold the other party harmless from any claims arising out of the performance of this Contract.  

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the residents of Contra Costa County will not have access or timely referrals to the California Children’s Services (CCS) program.
