RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County, Contract #27-565-12 with DocuStream, Inc., a corporation, in an amount not to exceed $400,000, to provide electronic claims processing services for the Contra Costa Health Plan for the period from November 1, 2012 through October 31, 2013.  

FISCAL IMPACT:

This Contract is funded 100% by Contra Costa Health Plan member premiums. (No rate increase)  

BACKGROUND:

On July 24, 2012, the Board of Supervisors approved Contract #27-565-10 as amended by 27-565-11 with DocuStream, Inc. for the period from November 1, 2011 through October 31, 2012, for the provision of claims processing services including scanning, storage encryption and retrieval. Approval of Contract #27-565-12 will allow the Contractor to continue to provide services through October 31, 2013.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Contra Costa Health Plan will not receive electronic claims processing services from Contractor. Providers may experience delays in payment and the Health Plan may become out of compliance and be subjected to sanctions and civil penalties per California and Federal law.
