FISCAL IMPACT:
This action has no current year, FY 2012/13, fiscal impact. The Board's action of September 13, 2011 reducing wages by 2.75% and increasing retirement contributions continues, saving approximately $433,200 in wages and benefits. In fiscal year 2013/14, the cost of a 1.5% and 2% wage increase ($130,500 and $87,000 respectively) will reduce the savings to approximately $215,700. In fiscal year 2014/15 the full year savings will be reduced to $128,600.
BACKGROUND:
Contra Costa County has historically tied unrepresented attorney classes to the represented classes in the Contra Costa Defenders' and Deputy District Attorney' Associations for purposes of salary parity. On November 6, 2012, the Board of Supervisors adopted new memoranda of understanding with the Contra Costa Defenders' and Deputy District Attorney' Associations that included wage increases. Resolution No. 2012/495 increases unrepresented attorney classification salaries by 1.5% effective July 1, 2013 and 2.0% effective January 1, 2014 in order to re-establish parity with represented attorney classes by the end of fiscal year 2014/2015.
CONSEQUENCE OF NEGATIVE ACTION:
The County could be detrimentally impacted by the potential loss of highly-trained legal personnel.
