RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute Master Cooperative Agreement 13CO.02 between Contra Costa Transportation Authority (CCTA) and Contra Costa County for project funding through the Measure J Pedestrian, Bicycle and Trail Facilities Program, Countywide.

FISCAL IMPACT:

Contra Costa County has been awarded $345,300 in Measure J Pedestrian, Bicycle and Trail Facilities Program (PBTF) grant funding for planning studies and coordination with Caltrans related to the Bailey Road/State Route 4 Interchange project to improve access for pedestrians and bicyclists. As the agreement is a Master Cooperative Agreement, it also has the potential to be the underlying agreement for funding for future projects with PBTF funding.

BACKGROUND:

The intent of the PBTF program is to assist the County in funding the planning, design, and construction of facilities that support and encourage walking or bicycling and that are identified in the Countywide Bicycle and Pedestrian Plan. PBTF funds may be used to fund all phases of a project, including design, right of way, and construction. The PBTF program is included in the Measure J transportation sales tax expenditure plan. The Master Cooperative Agreement will be the underlying agreement for any future funding through this program.

The initial project receiving funding is for planning and coordination with Caltrans in preparation of a project initiation document to begin plans to modify the interchange at State Route 4 and Bailey Road to improve accessibility for pedestrians and bicyclists who wish to travel from the north to the south side of State Route 4. This is a critical artery for motorists, pedestrians and bicyclists who commute to transit, retail, office, and school.

This grant will allow the County to move the project forward through planning and design, and better position the project for future potential funds.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the request for allocation will eliminate this potential funding source for the project.
