RECOMMENDATION(S):

APPROVE Appropriation Adjustment No.5033 , authorizing new revenue in the Sheriff's Office in the amount of $1,476,537 for 2011 California Homeland Security grant funds from the California Emergency Management Agency, and appropriating it for personnel costs and the purchase of equipment.

FISCAL IMPACT:

This action increases revenues and appropriations by $1,476,537. There's no change to net County costs.

BACKGROUND:

The California Emergency Management Agency (Cal EMA) is responsible for designing and implementing homeland security initiatives and ensuring that the state is ready to protect lives and property by effectively preparing for, preventing, responding to, and recovering from all threats, crimes, hazards, and emergencies. To help fulfill this mission, Cal EMA administers a pass-through program of federal homeland security grant funds to local public agencies through California. This year, Cal EMA's grant program will promote the three national priorities: (1) advancement of the whole community security and emergency management, (2) building prevention and protection capabilities, and (3) the maturation and enhancement of the Major Urban Areas Fusion Centers (which analyze and quickly draw appropriate inferences from multiple and sometimes disparate information sources to provide the right information to the right people in time to prevent terrorist attacks and to protect our communities and institutions).

CONSEQUENCE OF NEGATIVE ACTION:

New revenue and related expenditure appropriations will not be realized in the Sheriff's Department operating budget.

CHILDREN'S IMPACT STATEMENT:

No impact.
