RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Public Works Department, to execute a purchase order with Municipal Maintenance Equipment, in an amount not to exceed $195,000, for the purchase of a 2013 Peterbuilt Truck Chassis mounted with a dual hose rodding system for Public Works Road Maintenance, Countywide. (Project Numbers include: 0672-6U2306 and 0672-6U2312) (100% Local Road Funds)

FISCAL IMPACT:

100% Local Road Funds.

BACKGROUND:

To be used for flushing storm culverts, edge drains and hydraugers (horizontal drains). This is replacing an existing vehicle in the road fleet. It is well beyond its service life and does not meet current CARB (California Air Resources Board) emissions requirements. There are approximately 2,000 storm culverts, 500 edge drains (Vasco) and 700 hydraugers within the County that this specific machine maintains through scheduled maintenance and during emergency response.





CONSEQUENCE OF NEGATIVE ACTION:

Negative action would result in the inability to provide routine maintenance to storm drains, edge drains and hyrdraugers resulting in possible property damage and jeopardizing the road infrastructure. Inability to address problems in the event of an emergency with the correct equipment. Not properly maintaining hydraugers can result in major landslides on Major Arterials within the County Road System (i.e., San Pablo Dam Road, Taylor Boulevard, Marsh Creek, San Pablo Avenue, Cummings Skyway, Kirker Pass, Bailey Road, Hillcrest Road, Carquinez Scenic, Bear Creek, Wildcat Canyon Road).
