RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21201 to cancel one (1) vacant 40/40 Planner III (5ATA), position #11200 (represented) and add one (1) 40/40 Principal Planner –Level A (5AHD) position (represented) at salary level ZA 1871, in the Department of Conservation and Development (DCD).

FISCAL IMPACT:

Upon approval, this add/cancel transaction will result in an annual net cost of approximately $17,500. Of this amount, approximately $4,500 represents retirement costs. The additional annual costs will be covered by land development fees; no general fund monies will be used for this position. (100% Land Development fees)











BACKGROUND:

The Current Planning Division of the Department of Conservation and Development (DCD) has several large land use planning projects in the pipeline. Among the projects are a mixed-use project in the unincorporated county and a large subdivision project in San Ramon. In addition, the planning division is also currently working on Climate Action Plan implementation and various zoning ordinance amendments to reduce green gas emission. These projects require more complex and higher level work. To meet operational needs, DCD would like to add a Principal Planner to the Current Planning division, to provide lead direction and oversight to ensure that these projects are handled properly and efficiently. There are currently 2 other Principal Planners in the planning division, who oversee the work of 16 junior planners and planning technicians, in addition to carrying their own projects. The department’s current vacancy is a Planner III position. This Board Order will eliminate this vacant Planner III position and add a Principal Planner.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this request will impede the department's ability to discharge its planning functions.
