RECOMMENDATION(S):

Adopt Position Adjustment Resolution No.21181 to add two Senior Social Service Information System Analysts (XQVC) (represented) ) and cancel two Administrative Services Assistant III (APTA) (represented) vacant positions #11267 and #11268 in the Employment and Human Services Department--Information and Technology Division effective December 1, 2012.

FISCAL IMPACT:

The current budgeted salary and benefit expenses for 2 Administrative Service Assistants is $259,080.   
Of this $21,590 is county cost and $92,828 pension costs. These positions will be cancelled.

The salary and benefit expenses for the proposed 2 Sr. Social Service Information System Analysts is $288,168.   
Of this $24,014 is county costs and $103,250 pension costs.  
  
Upon approval, this action will result in an additional annual expense of $29,088 and increase the net county cost of $2,424. The pension obligation will increase by $10,422.  
  
Funding: 45% Federal, 45% State, 10% County

BACKGROUND:

The Department requests to add two Sr Social Service Information System Analyst positions and to cancel two Administrative Services Asst. III positions 11267 and 11268 in the CAlWIN Information and Technology Division of EHSD. CalWIN is a client baed, on-line, real-time update, automated eligibility determination, benefit caluculation, and management system that supports the administration of public assistance programs including CalWORKS, CalFresh, Medi-Cal, General Assistance, Foster Care, and case management functions for Employment Services. Adding the two Sr SS Information System Analyst position will eliminate the constraints experienced by the division in having the ASA III classification working side-by side with Sr. SS Info System Analysts supporting the CalWIN division. The workload assignments have to be constantly assessed for appropriateness and has resulted in operational inefficiencies due to the gap between the job scope of ASAIII and Senior SS Info System Analysts. These inefficienceies can potentially disrupt the quality and level of support that the division provides to Department front end-users that administer welfare programs to our clients.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to add 2 Senior SS Information System Analyst positions may negatively impact the CalWIN division's operations that is critical in maintaining and developing the EHSD's online welfare eligibility system.
