RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21180 to add one (1) Community Services Building Services Worker – Project (9KV8) (represented) position at salary level QH5 0600   
($1,939 - $2,357) and cancel one (1) Associate Teacher – Project (CJW1) (represented) vacant position # 13335 at salary level QH5 0643 ($2,024 - $2,460) in the Employment and Human Services Department, Community Services Bureau.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost savings to Community Services Bureau, Employment and Human Services of approximately $1,980. No fiscal impact to the County general fund.  






BACKGROUND:

Community Services Bureau has a vacant funded Associate Teacher position. The Bureau requests to cancel this position and use the funding to create a Community Services Building Services Worker-Project position.   
  
Community Services Bureau employs one permanent Community Services Building Services Worker-Project. For the last several years the Bureau is utilizing additionally the services of a temporary employee to ensure that the 18 child care centers operated by the Bureau, as well as, its administrative facilities are maintained in accordance with the regulations and that the needs of the program are addressed efficiently and effectively. The Community Services Building Services Worker – Project is a position specific to Community Services Bureau. The employees in this position work in the capacity of utility person performing a variety of tasks ranging from minor building repairs and cleaning to transporting supplies and materials.  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to cancel an Associate Teacher – Project position and to use the associated with it funding to add a Community Services Building Services Worker- Project will prevent Community Services Bureau from saving funds and will negatively impact the Bureau’s ability to timely and effectively address the needs of the program and to ensure that the centers are safe and meet the physical requirements established by Community Care Licensing, the Head Start Performance Standards and Cal-OSHA. This in turn may result in future financial difficulties for Community Services Bureau. Furthermore, failure to provide a safe, hazards-free environment in the childcare facilities may result in violation of the regulations, deficiencies and loss of funding.

Community Services Bureau supports all five outcomes establish by the Children’s Report Card: (1) Children Ready for and Succeeding in School; (2) Children and Youth Healthy and Preparing for Productive Adulthood; (3) Families that are Economically Self Sufficient; (4) Families that are Safe, Stable and Nurturing; and (5) Communities that are Safe and Provide a High Quality of Life for Children and Families. The Community Services Building Services Worker-Project provides services that are especially geared toward supporting outcomes 2, 4   
and 5.
