RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21185 to add one Social Service Fraud Prevention Supervisor (XAHA) position (represented) at salary level KKS 1695 ($5565 - $6765) in the Fraud and Appeals Division of the Employment and Human Services Department.

FISCAL IMPACT:

Upon approval, this action will result in an increase annual cost of $138,012 and increase the net county cost of $13,801 or less during the current year. The pension obligation is $49,450.   
  

The position is funded 45% Federal, 45% State, 10% County.

BACKGROUND:

The Department requests to add a Social Service Fraud Prevention Supervisor position to supervise the SS Welfare Fraud Field Investigators. Per State regulations, each first-line supervisor and welfare fraud investigator shall be a peace officer (pursuant to Penal Code Section 830.35 and must meet the minimum standards established for peace officers (pursuant to Penal Code Section 832 and Government Code Sections 1029-1031). The position will be assigned to the Fraud Prevention Unit.   
  
The job duties will include responsibility for the day-to-day supervision of a field fraud investigations unit. Plans, organizes, coordinates and supervies field investigations involving suspected fraudulent receipt of public assistance; trains and evaluates subordinate staff and other related work as required.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to add this position will result in the Department being out of compliance with the State's mandated regulations regarding investigative personnel minimum standards.
