RECOMMENDATION(S):
AUTHORIZE the Director of Conservation & Development, or designee, to negotiate terms of a franchise agreement extension with Allied Waste Services of Contra Costa County for solid waste and recycling collection in the unincorporated areas presently served through this agreement, and present for consideration by the Board of Supervisors in 2013.
FISCAL IMPACT:
The department's cost to negotiate potential terms for an amendment to the franchise would be funded with solid waste collection franchise fees and will not impact the County General Fund.
BACKGROUND:
Allied Waste Services of Contra Costa County (AWS), a Republic Services company previously known as Pleasant Hill Bayshore Disposal, has a franchise agreement with the County for solid waste and recycling collection which expires in 2015. AWS provides refuse, recycling and green-waste collection services for commercial and residential accounts in the County designated service area.
