RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21163 add one (1) Personnel Services Assistant III (ARTA) (unrepresented) position at salary level B85 1631 ($5,223 - $6,349) in the Employment and Human Services Department.

FISCAL IMPACT:

The recommended action will result in additional annual budgeted personne lexpenses of $129,540, County Cost $11,875. Pension costs are $46,414. There is an additional $75,565 budgeted personnel expenses this fiscal year.   

BACKGROUND:

The Department requests to add a Personnel Services Assistant III position to be assigned in the EHSD Personnel unit. The position will be structured to focus on employee and labor relations including investigations, disciplines, grievance process and meet and confers. These areas historically have been handled by the Personnel Officer and the analysts but the volume of work and the need for specialized knowledge has resulted in the need for this position. Once filled the person selected will assist the bureaus in meeting their Meet and Confer obligations, participate in or conduct investigations, and prepare and/or review personnel actions.


CONSEQUENCE OF NEGATIVE ACTION:

If the Personnel Services Assistant III position is not added, the Department will have insufficient personnel staff and will be seriously hindered in meeting personnel and labor relations timelines.
